Election Committee Appointed and
Candidate Ballot Order Drawn
The Board of Directors approved the appointment of the 2005 Election
Committee. They are: Jim Leather, Chairman; and members Steve Terek,
Marian Terek, Jack Nielsen, Ethel Nielsen, Bernard Linson, Rose
Linson, and Najma Quader.
Jim Leather drew the order for the candidates on all election materials.

Mr. Ken Trimmer
had submitted his application to the Board; however, due to job-related
responsibilities, he requested that his name be withdrawn from consideration.
The Annual Meeting and Election of Directors is scheduled for Wednesday,
April 20, 2005 at 8:00 p.m. The Association is hosting a hors d’oeuvres
reception from 7:00 p.m. to 8:00 p.m., prior to the meeting. Although
there are only four candidates for four positions, the Annual Meeting
and Election is required by the Association documents and the Board
is requesting your vote on Proposition “A” (see below).
Ballot statements and candidate statements will be included in the
March billing statement to be mailed at the end of February. Candidate
statements will also be included in the March issue of Reflections.

regarding this important meeting.

Amendment to Allow Cellular Telephone Antennas
The Board further discussed presenting to the membership for a vote
at the Annual Meeting a proposition to allow the installation of
cellular telephone antennas at the Community Center. It will be
necessary to amend the Woodbridge Declaration to allow the Board
to negotiate this type of agreement. While no specific proposal
is presently available to the Association, the Board wants to create
the authority to make such arrangements should the opportunity arise
in the future. This proposal will be submitted to the membership
at the Annual Meeting as Proposition “A”.
Blue
Lake Swim Club Update
The Association has been contacted by residents concerning the length
of time to complete the restoration of the men’s locker facilities
at Blue Lake Swim Club. The contractor has experienced numerous
delays in his scheduling and installation. We apologize for the
delay and any inconvenience, as we are trying to expedite the contractor’s
time schedule while also working through our insurance carrier.
Review of Financial Statements
The Board of Directors reviewed the Financial Statements for November
2004.
Proposed
Smoking Ban
The Board of Directors is proposing a smoking ban rule that
would prohibit smoking within Woodbridge facilities. Specifically,
the proposed rule change is to add to Part IV, Chapter 6, Article
I, In General, Division 1, Generally, Section 6-2, General Rules
(a) All Facilities, as follows:
(22) SMOKING IS PROHIBITED WITHIN ALL ASSOCIATION BUILDINGS,
GATED FAMILY AND ADULT FACILITIES, AND WITHIN TWENTY (20) FEET
OF ALL MEMBERS’ ENTRANCES TO THESE FACILITIES.
The Board will consider adopting the smoking ban rule at the
February 2, 2005 Board of Directors meeting, at 7:30 p.m. Members
may comment on the proposed rule change at that time.

Tree
Root Damage Policy
The proposed policy is to address the issue of tree roots growing
from common area landscaping into private residential yards. A draft
policy is under development by the Association legal counsel and
staff for consideration by the Board of Directors.
Tiger
Sharks and Waveriders Swim Team Programs
The Board of Directors reviewed a recommendation from representatives
of both swim teams to allocate equitable practice hours for the
Tiger Sharks, a year round team, and the Waveriders, a summer team.
Both teams are considering re-combining under one coach. Both teams
have agreed that they would need Stonecreek pool from 2:45 p.m.
to 7:00 p.m., Monday through Friday, in order to provide for the
350 team members in both programs. In addition, the teams would
get exclusive use of six lanes, plus, perhaps, the deep end, from
3:00 p.m. to 5:00 p.m., with the spa and wader open to the public.
From 5:00 p.m. to 7:00 p.m., the spa would be open to adults only
and the pool and wader would be closed to the public and open exclusively
for the swim teams.
This matter will be discussed again at the February 2 Board meeting.

Street
Light Satellite Dishes
The City of Irvine responded to staff enquiries regarding the communication
antennas installed on Barranca at Lake and West Yale Loop. The city
advised that the antennas are temporary until improvements to the
underground communications network are completed and tested, which
will probably be by Spring 2005.
North
Lake Gazebo Update
The rainy weather delayed the start of reconstruction of the North
Lake Gazebo last month. Please accept our apologies in advance for
any construction noise generated by the reconstruction process,
which is scheduled for completion by Summer 2005. The gazebo will
be completely removed to the structural supports in the water and
then rebuilt. Improved construction materials will be used to promote
a more aesthetic and useable life of the structure built over the
Association lake.
No Federal
Funding for CenterLine
Congressman Chris Cox reported Congress’s approval of three
major Orange County transportation projects: $1.5 million for improvements
to the I-405; $500,000 for the I-5 HOV lanes, and $2 million to
study a possible multi-modal tunnel under the Santa Ana Mountains,
connecting Riverside County with South Orange County. The tunnel
concept has been discussed and approved by the WVA Board. The Board
is very pleased that no federal funding was approved for the CenterLine
project.
Two
Red Cross Donor Drives Scheduled for 2005
Please mark your calendar and watch for more information in the
March and April Reflections regarding the donor drives that are
scheduled for Thursday, May 19 and Thursday, November 17, from 1:00
p.m. to 7:00 p.m, at the Community Center.

Lights and Decorations
If you have not already done so, please remove your holiday
lights and decorations. The deadline was January 15. |
IRWD
Well Agreement
The IRWD and the WVA Board of Directors continue discussions to
resolve issues relating to water and the Association wells. The
Board of Directors continues to negotiate future water resources
for WVA lakes and lagoons.
Solar
Energy for WVA Pools?
The Association is reviewing solar energy for certain year round
swimming pools. It is our understanding that Governor Schwarzenegger
is unveiling a plan to encourage solar panels on roofs by providing
state subsidies. Without subsidies, solar installation may be too
expensive for residents and business owners. The plan is co-sponsored
by Senator John Campbell, Republican-Irvine. The Board will continue
to monitor the administration’s plans, as they would apply
to the Association and the solar heating of our pools. |
