November 2005 Committee Meeting
The Facilities Committee Discussed at their November 16th  the following items:
   North Lake Beach Club-  A presentation was made by Ursula Olson and Catherine from PAO regarding the improvements to the existing structures at the North Lake Beach Club. The revised architectural concepts were well received by the committee.
   The suggested improvements included: The trellis would be detached from the main structures and would have a decorative edge treatment, the building corners would sit on a river rock base, trim boards and false windows were added for visual interest, the siding would be Hardy planks(require painting).
   The committee comments included: river rock need to extend higher up on the buildings( from 28” to 36”),  the trellis needs concrete bases with trim, PAO should look into lighting, PAO should consider upgrades to comply with ADA requirements (may affect bathrooms, drinking fountains, etc.), Joe Pagan to consider desire for additional wiring, sound equipment and outlets.

September 2005 Committee Meeting
The Facilities Committee met on September 21, 2005 to discuss matters related to facilities and common areas within the Association.
   There was a brief review of issues discussed at recent Board meetings including water clarity in the North Lake Lagoon, approval of “W” sign on the WVA building, security cameras for two more facilities, and policy for service dogs entering facilities with pools. Director Don Davis reported that the WVA budget was approved with no increase in dues. Discussion followed regarding the fence repair along the 405 freeway, and Don Davis agreed to communicate the Committee’s concern to the Board regarding the Board decision to commit WVA funds in the installation of new concrete barriers.
The Committee also discussed the three versions of architectural renderings for the North Lake Beach Club and agreed that Scenario “B” held the most promise. Don Perdue agreed to meet with the architect and work with this version and try to add more interesting detail (river rock, stucco, and siding, etc.) and have another presentaion at the next Facilities Committee meeting.
Joe Pagan reported that he is still in the process of obtaining bids for pool deck pavement for four facilities. He also reported that the sand box at Birdsong experienced flooding during last winter’s rains, and he agreed to meet with Facility Committee members at the site to review possible solutions.

August 2005 Committee Meeting
The Facilities Committee met on August 17, 2005 to discuss matters related to facilities and common areas within the Association.
A presentation was made to the committees and Board members by PAO. The Facilities Committee will review the options and discuss the matter further at the next meeting.
   Joe Pagan reported that the Board approved replacement of the deteriorated wood fencing on the berm along the I-405 freeway with a concrete wall designed to duplicate the appearance of wood.
   Mr. Pagan also reported that he is getting more bids for the pool deck pavement due to the increased cost of concrete. He will keep the committee apprised.

July 2005 Committee Meeting
The Facilities Committee met on July 20, 2005 to discuss the maintenance of Woodbridge facilities.
   
Guest speaker Mr. John Colman, Construction Manager at Disneyland, addressed the Committee and provided important and insightful information on the use of Sundek versus concrete on pools.
The Committee made a motion and approved the use of concrete stamping for decking on Woodbridge pools.
   
The WVA Board of Directors has set aside funds for architectural plans for renovations at the North Lake Beach Club. Two or three conceptual plans will be submitted for the Board’s review.
   
Executive Director Bob Figeira gave the Committee a history of the wood fence along the 405 freeway. The Facilities Committee motioned and seconded a recommendation that the WVA Board request the Association attorney to research legal responsibility or lack thereof, as to the maintenance and/or replacement of the existing wood fence along the 405 freeway berm between Culver and Jeffrey. And if the Association is responsible for maintenance, please define what maintenance entails.
   
The Committee also discussed the condition of the wood railings and paint peeling off the the North Lake Bridge. Bob Figeira and the Committee discussed plugs, rail structure and painting on structures and railings of North Lake Bridge and North Lake Gazebo. Bob requested that Joe Pagan report on the status of these two structures at the next meeting.
   Bob Figeira discussed with the Committee the use of bark versus sand at Woodbridge parks.

June 2005 Committee Meeting
The Facilities Committee met on June 15, 2005 to discuss the maintenance of Woodbridge facilities.
   
The Committee heard concerns from homeowners who expressed a preference for sand rather than bark chips in the play area at Firwood Park. The Committee explained that they chose bark over sand because cats use sand as a litter area, making it less sanitary.
The Committee visited the North Lake Beach Club to survey the wood rot and termite damage. There are various options available, but the Committee is recommending that the damaged areas be patched or repaired rather than undertaking more expensive renovations.
   
The Committee also surveyed a section of the wood fence along the 405 freeway. Mr. Pagan suggested that about 300 yards of the fence which is in poor condition be replaced with concrete fencing. The Committee wants to seek legal advice from WVA’s attorney to determine who is responsible for replacing it.
   
Staff gave an update on pool deck pavement repair options. The Committee had rejected the use of Waterline Technologies product due to the high cost and unknown performance record. They felt that concrete is probably the best choice for the pool deck repair at Blue Lake and Smokestone facilities. Mr. Pagan proposed looking into one other product provided by Sun Deck, because it has been successfully used at Disneyland for a significant period of time. A couple of Committee members will visit the Disneyland site and staff will try to arrange for a Disneyland employee who is familiar with the product to attend the July Facility Committee meeting.

May 2005 Committee Meeting
The Facilities Committee met on May 18, 2005 to discuss the maintenance of Woodbridge facilities.
   
The Committee voted on officers for the next year. Don Perdue was voted as Chairman, Kay Phillies was voted Vice-Chairperson and Tom Carmody was voted into the Committee.
It was approved by the Board to get a “W” for the Association building. Director Don Davis is in the process of getting bids for the work.
Waterline Technologies gave a presentation on pool deck pavement replacement material for Blue Lake Swim Club. A discussion of this material will be on the agenda for the June meeting.
   
The Committee plans to visit the North Lake Beach Club to discuss possible options for renovations.
   
Staff informed the Committee that work on the fiberglass pools, the tennis courts, and the horseshoe backboards has all been completed.

March 2005 Committee Meeting
The Facilities Committee met on March 16, 2005 to discuss the maintenance of Woodbridge facilities. Joe Pagan reported that the retrofit project at North Lake Gazebo is proceeding on schedule and is expected to be completed around the end of April.
As part of their effort to research materials for repairing rain damaged facility roofs, the Committee listened to a presentation by Bill Burkard, a manufacturing representative from Henry Products. The Committee decided that their 3-ply roofing material was the most cost efficient and recommends this product to the Board.
   
Committee member Bob Manahan announced that he is moving from Woodbridge and would no longer be serving on the Facilities Committee. The rest of the Committee thanked him for all of his hard work and contributions and wished him the best.
   
Facility inspections are being completed, with findings due in the first week of May. The Association is divided into quadrants, with Brad Dhesi and Bobby Dunham covering Quadrant I, Kay Phillies and Fran Vodhanel covering Quadrant II, Mark O’Connell covering Quadrant III, and Don Perdue covering Quandrant IV. Staff informed the Committee that they will be talking to the Architectural Committee to see if they can do the design work for the retrofitting at North Lake Beach Club.

February 2005 Committee Meeting
The Facilities Committee met on February 16, 2005 to discuss the maintenance of Woodbridge facilities. Joe Pagan reported that the retrofit project at North Lake Gazebo is proceeding on schedule and is expected to be completed between April 9 and April 22.
   
A concrete bench was installed at the foot of the South Lake bridge on the west side of the span.
   
After reviewing the use of solar energy for WVA pools, the Committee voted unanimously against installing solar heating systems.
   
The annual meeting date conflicts with the April Facility Committee meeting, so alternative dates are being considered.
Director Don Davis reported that the Board voted to enforce a non-smoking ban at the enclosed portion of the facilities and within 20 feet of the entrances.
   
The Committee voted unanimously to pursue fixing the rain-damaged facility roofs with a “flat-roof” repair solution. This method of repair is guaranteed by the manufacturer of the roofing material for at least 20 years.
   
The Committee encouraged an internal effort be made to repair the Blue Lake Swim Club decking, with the demolition work being done by contractors for about $22,000.
   
Concerning the North Lake Beach Club, the Committee voted unanimously to see if the design work for retrofitting could be done internally by the Architectural Committee.

January 2005 Committee Meeting
The Facilities Committee met on January 19, 2005 to discuss the maintenance of Woodbridge facilities. A representative from a thermal-solar pool heating company addressed the Committee regarding the benefits of using a solar heating system for our pools. Staff will look into past costs, and the Committee will review this matter again next month to see if it might be advantageous for WVA. Also, a resident has requested that a bench be placed around the South Lake Beach Club parking lot, so Staff will research this and respond.
